I have never heard of anyone trying that for IBD. It appears to mostly applied externally to joint and tendon problems and other things near the body's surface. How would it be applied internally deep down to the lining of the bowel? During colonoscopy maybe?

I'm always in favor of research on new appraoches, but this one sounds like a long shot to me.
