Check it out, its quite good humour but omg makes you think why would you make up being disabled and cant walk and pooing and weeing all over your room

Well, looking at the guy I think he certainly has mental health issues and yes, he is manipulating system.

What is astounding to me is that he must reside in a particular area and therefore he must be well known to the courts and police. Why do they continue to feed into his ploys? Why arrest him when he swears at them or takes some half hearted swing at them? If they walk on and ignore him will he tire of the game and become more compliant with living in some sort of assistance residence? (((SHRUG))) Might be worth a try though.
