Looking for clarification: Does Hemp oil provide the same amount, percentage, & quality of CBD as Cannabis oil?

I've been looking through multiple threads & links in a couple of forums here for this information. I think I saw 1 post indicating the person believed the CBD content was lower in Hemp oil, or something like that.
I'm looking for more info & the data to back it up..or whatever the results turn out to be.
I saw that a local grocery co-op sells hemp oil & hemp seeds which prompted my investigation. Googling brought up (among a few) Dixie Botanicals who sell their own Dew Drops, capsules, & cream. (As a side note, I saw they use Palm Oil in their drops which has been gaining in notoriety & controversy, so I'd be against using them.)
Can it be that to get a good CBD oil one can simply bypass the legal red-tape & go with Hemp?
 
Any commercially available hemp oil/seeds that you can buy from a grocery store will only have the benefits associate with the omega 3 content. The CBDs & THC associated with medicinal properties are found on/in the buds and leaves. Any CBD/THC present will be only in trace amounts that will have no actual benefit.

With that said hemp oil is an extremely healthy oil, and has a pleasant taste, it makes wonderful salad dressing, it can be pricey but it is delicious.
