Magnesium is such an important mineral and I really want to supplement with it because most people are deficient. The problem is its lost through diarrhea and it's also used as a laxative and makes me poop my brains out.

Anyway to build these levels? I have been doing transdermal applications but dont feel any different.

What kind of magnesium do you use and what dose? For me, 200mg magnesium citrate daily is ok. If I go 400 I notice the laxative effect.
You may think that 200mg is low but it changed my health impressively.
Lately, I combine oral magnesium with transdermal magnesium chloride and I see it doesn't cause this much of a laxative effect but if you are going to use the transdermal magnesium alone to increase your mg levels, you should use it a lot. Search for the dosage of mg oil. I read that transdermal magnesium greatly increases serum magnesium levels but you need to get an efficient dose of it. I find the transdermal magnesium alone is not practical for every day use.

Im interested with this, idea. Do I have to do blood test first before taking magnesium supplement?

No, blood tests are not an indicator for supplementing magnesium. As nogutsnoglory stated most people are deficient even if they are healty. It is hard to get enough magnesium through diet.
I recommend reading this ForumWiki page if you haven't read yet; the page has basic information you may find helpful:

I've been taking 2x150mg Magnesium Serate tablets, which was okay for the first couple of weeks but I did get some diarrhea the other day so I've stopped for a few days and it seems to have gone away. Maybe having a smaller dose a couple of times through the day is less bad on your bowels?

I've tried a few others. Probably the best was a liquid fruit juice, but it was relatively expensive and didn't last that long. I also have some stuff with a dropper to add to water, but it tastes horrible.

I bought a bottle of magnesium oil spray, but the problem with that is it's oily, obviously, which I find pretty unpleasant. I thought I'd be able to spray it on in the morning, but unless you want to spend your day feeling sweaty it's not good. I also have some bath flakes, but I'm not one for baths and I think you'd need to take a lot of them.

After Cipro for 4 weeks a couple of months ago I was feeling very stiff all over, and it's definitely cured me of that. Not sure if it's done anything else positive.

There are magnesium supplements that do not have a laxative effect.
They are highly absorbed
Dr. Trust chelated mag glycinate and source naturals magnesium maleate are the 2 I use.
Dr. Trust may be the better of the 2.
Any with mag oxide cause d

May I suggest vitacost.com as a source for vitamins and supplements - the prices are excellent as is the quality.

As for magnesium they have a selection of powdered mag supplements that can be mixed with water or juice into a drinkable form. I mix up my daily dose and other stuff I take with OJ, take a sip and put the rest in the fridge. I sip it throughout the day, taking it in small doses avoids unwanted side effects for me.
