Tincture trouble

I tried to make a tincture out of cannatonic. I ground it then decarboxylated it at 250° for about 1/2 hour. I then mixed it with Everclear at a ratio of 1 oz to 1 cup. I've been told it only takes a few drops of tincture. When I try it I don't feel anything. If I vape a hit, it kicks like a mule.

Did I not decarboxylate it correctly? Can I do so further at this state? Should I just strain out the MMJ and reduce the volume of the tincture?

Any advice would be great.
