Funny no one ever replied. But I agree with you on the skepticism, except you don't need to be too skeptical. UV light induces DNA cross-linking.
But, what I can't say is the increase in spontaneous mutation rates in UV irradiated monocytes, leukocytes compared to untreated. I'd assume it would be higher, but how higher would depend on the number of cells and the length of irradiation. But at the end of it all, that means a higher risk those particular cells may become cancerous/dysfunctional. Other than cancer, UV light can disrupt protein bonds and otherwise shock a cell.
Either way, I'd stay the hell away from it.
