I have been battling low levels of vitamin D for a while but have been successfully increasing that level over the past few months.

I know sunlight is the best way to produce D3, 10-15 min exposure without sun screen. Im thinking it wouldn't matter how much resection you have had because direct sunlight bypasses the gut right? Am I right that it doesn't matter how much has been resected for this vitamin or does the sunlight have some mechanism for absorbing in the gut?

It shouldn't be an issue. Vitamin D is synthesised in the skin and carried via blood stream to the liver for processing. It completely bypasses the GI tract.
